Bill is the main character of "I'm Just a Bill". He was sad because is waiting to become a law. He also speaks to his human friend, Sheldon, to learn on how a bill becomes a law. He wears many other outfits, or at least his clones waiting in line. (Soldier hat, Apron and glasses, Kid version with twin sister, Hunter's Cap, Shotgun, Naked self.)

- Bill appeared as an amendment (to allow police to beat up flag burners) in an episode of The Simpsons and as The Board of Education in an episode of Drawn Together. He also appeared in an episode of Family Guy, Saturday Night Live!, and Robot Chicken (along with Zero and the Conductor). For his appearances in The Simpsons and Family Guy, Jack Sheldon reprised his role.
- Bill resembles a Dora the Explorer character, The Map.
